IN ORDER to better understand why the police were unable to protect people and property during the July violence, the submission seeks to highlight the many questions that remain unanswered.

◆ What information about the impending violence and sabotage was provided by the intelligence services to the police service? To whom was it provided? When was it provided?

◆ How did the police respond to this information?

◆ Were senior police officials aware of messages on Twitter and in WhatsApp groups that instigated burnings, violence, looting, destruction of businesses and other actions that undermined law and order and the constitution?

◆ Were there members in the security establishments who actively supported the so-called insurrection? If so, who are they, are they still members of the police force, and will they be held accountable for not carrying out their duty to protect the public?

◆ To what extent were resources a constraint to police carrying out their mandate during the July violence?

◆ To what extent was there effective co-ordination between the different components of the security cluster and within and between the national and provincial spheres of government?
