MODUS OPERANDI

OUR experiences indicate that the modus operandi of the instigators appears to have been as follows:

◆ Incite, primarily through an intensive social media campaign.

◆ Mobilise by highlighting grievances relating to poverty and unemployment.

◆ Incentivise by using money to incite general unrest.

◆ Organise through the use of “advance teams” who would break into identified targets (creating access for others to follow) and setting fire to businesses and property in a manner designed to cause maximum damage.

We believe that it is too coincidental for the above pattern to have been repeated in so many different areas without proper planning, resources and co-ordination.

We conclude that the events of July did not represent a popular uprising of the masses due to social and economic grievances but instead be construed as the outcome of a strategy that had been developed even prior to the incarceration of the former president Jacob Zuma.
